Challenge Brief
As NITDA expands the implementation of its Strategic Roadmap and Action Plan (SRAP 2024–2027), Digital Literacy for All (DL4ALL), the Nigeria Startup Act, AI Strategy, Digital Public Infrastructure (DPI), Cybersecurity Framework, and other national initiatives, there is an increasing need for real-time visibility into programme implementation and digital transformation outcomes across Nigeria.
Currently, information from states, Local Government Areas (LGAs), Zonal Technical Working Groups (TWGs), innovation hubs, academia, ecosystem partners, and the six zonal offices is collected through fragmented reports, periodic engagements, and manual data gathering processes. This makes it difficult to continuously measure digital maturity, identify implementation gaps, monitor policy adoption, and generate timely regulatory intelligence to support evidence-based decision-making.
The proposed NITDA Zonal Insight360 is an AI-Powered Sub-National Digital Intelligence Platform designed to transform how NITDA monitors, evaluates, and drives Nigeria's digital economy.
The platform will serve as a single national digital intelligence platform, integrating data from all six geopolitical zones to provide Management with a comprehensive 360-degree view of Nigeria's digital transformation landscape.

Beyond monitoring, the platform will provide predictive analytics, automated performance scorecards, digital maturity indices, trend analysis, heat maps, and executive dashboards that enable proactive interventions and strategic resource allocation.
The solution will also establish a structured Regulatory Intelligence Feedback Loop, allowing NITDA Headquarters to receive continuous insights from the field while enabling Zonal Offices, states, and ecosystem stakeholders to report implementation progress, emerging challenges, and policy recommendations in real time.
Ultimately, NITDA Zonal Insight360 will become the Agency's single source of truth for measuring the nation's digital transformation journey, strengthening policy implementation, improving programme governance, enhancing regulatory intelligence, and supporting evidence-based decision-making across all levels of government.
