DL4ALL Learn is an innovative digital literacy platform designed to improve the delivery, monitoring, and impact of digital literacy training for the informal sector in Nigeria. The solution addresses challenges such as manual trainee registration, limited accountability, inconsistent reporting, and the absence of a reliable system for measuring learning outcomes. The platform combines a multilingual mobile learning application with a Digital Literacy Champion (DLC) tracking system. During physical training sessions, each DLC is assigned a unique QR code that trainees scan to register on the platform, automatically linking them to the trainer. The mobile application provides interactive, audio-visual lessons in local languages, enabling users with varying literacy levels to acquire practical digital skills through guided learning. To ensure transparency and accountability, the system tracks learner progress, verifies training participation using geo-tagged photo evidence, and provides real-time dashboards for DLCs and administrators. A milestone-based incentive system rewards learners with data bundles upon completing verified learning milestones, encouraging continued engagement. By digitizing the entire training lifecycle from registration and content delivery to monitoring, reporting, and impact measurement DL4ALL Learn creates a scalable, data-driven solution that supports NITDA's vision of achieving widespread digital literacy and empowering underserved communities across Nigeria. This platform has the potential to significantly improve training efficiency, enhance data accuracy, strengthen programme accountability, and accelerate the achievement of national digital literacy goals.
